Summary
An Option is sought to take this plot through to a planning consent. An outline planning application was recently refused. The plot is within the defined settlement limits in a sustainable village location and the principle of development is supported. The plot is not within the conservation area and there are no heritage assets or listed buildings in the vicinity that would be impacted by a new dwelling. There have been no previous applications prior to this refusal. The planning application stated a 3-bedroom detached house, as did the Officer Report, however the scale and appearance of the new dwelling was not part of the outline application, which only sought to determine the layout. The application was refused for four stated reasons which, briefly, are: -

1. Out of keeping built form.
2. Overbearing.
3. Fails to make adequate parking provision.
4. A recreational disturbance to the Chiltern Beechwoods special area of conservation.

No drawings were submitted, just a block plan. The plot is in a desirable village location some 7 miles south of Leighton Buzzard and to the east of Aylesbury.
The Site
The plot is level and is approximately 240sq.m. There is an existing vehicle access from an unadopted track adjoining to the north of the plot and forming the eastern boundary of the site. The plot will require the removal of a small 12sq.m. cabin and some decking. The plot could provide a garden and parking space within the framework of an acceptable dwelling design. The plot has views of the surrounding Chiltern Hills.
The Area
The village sits at the foot of the Chilterns. The hill itself has an SSS1 designation and a stretch of the 87- mile Ridgeway National Trail crosses the hill. There is both National Trust property and a museum within the village and the local schools are rated as Good by Ofsted. Independent education is offered at nearby Tring Park School. A 65- hectare Nature Reserve with a café, shop and educational facilities is nearby. Leighton Buzzard is an attractive market town with a population of around 43,000 people. The Grand Union Canal runs through the town. The town has a shopping centre, numerous supermarkets including Waitrose and Aldi, a library and theatre, a light railway and a National Trust property Ascott House just outside the town. Sporting amenities include a golf club as well as a cycling and athletics club. The town is some 36 miles north-west of Central London, on the West Coast Mainline to Euston. It is also close to the M1 and the A5.
