Summary

Detailed planning consent has been obtained under two separate applications for three 3-bed houses and two single storey 1-bed dwellings on an infill plot within the housing development boundary of Midsomer Norton.

The 3-bed house are arranged as a short terrace of two storey pitched roof houses and are approximately 84 sqm GIA each. They are accessed from a shared driveway and parking area. The main entrance door leads to a hallway, which contains the services spaces such as a WC, a plant/utility store and the stairs. The kitchen is located towards the front of the property and the living room is positioned towards the rear, with large sliding doors opening on to a terrace to link with the garden and create an indoor / outdoor living area.

They feature a masonry palette inspired by the local character. The front elevation, which is the most visible to the public, will be constructed in white lias. The side and rear elevations will be finished with an off-white render. In conjunction with the above, there is an endeavour to create contemporary homes to suit modern families. As such large windows have been introduced to bring light into the rooms and create links with the outdoor spaces.

The single storey 1-bed units, which are approximately 51 sqm GIA each, are accessed from a shared driveway and parking area. The main entrance door leads to a hallway which contains the services spaces such as a WC and a plant/utility store. The kitchen / dining / living spaces benefit from direct access to the outside with large sliding doors opening on to a terrace to link with the garden to create an indoor /outdoor living area. Each unit provides a generous 1-bedroom accommodation with bathroom and open plan living.

The 1-beds also feature a green roof, which is proposed to not only soften the visual impact of any proposal, but to contribute to a net biodiversity gain. Green roofs are also a sustainable urban drainage strategy, reducing the amount of water running off the roof and onto the site or neighbouring sites.

Each dwelling has private amenity garden space. The front entrances accommodate waste and recycling storage.

Both vehicular and pedestrian access will be via the existing junction to High Street. A gate will be added for security. Nine car parking bays will be provided for the dwellings along with twelve covered cycle spaces.
The Site
The site is largely disused, but for the lower gravelled area which is used as a carpark for the adjacent premises on an informal basis with approximately 10 unmarked bays. Generally, the ground covering is gravel. There is a change in level of approximately one metre defined by a stone retaining wall, which is in poor condition. The site ownership boundary extends to the curtilage of the surrounding properties and is marked with a mixture of panelled wooden fencing and low masonry walls. There are also a few existing trees which are incorporated into the landscaping of the site.


The Biodiversity Net Gain calculation has been based on the condition of the site when it was surveyed in 2021 and on the landscape proposals which are shown on Rev C of the Proposed Landscape Plan on the planning portal. The landscape proposals for this site have been developed to replace the grassland and scrub habitat that was formerly present and will result in enhancement of both habitat types.

The baseline survey confirms that the site supported 0.35 habitat units prior to clearance work being carried out with 0.08 units retained and 0.27 units to be lost. None of the retained on-site habitats can be enhanced. The Landscape Proposals will result in 0.41 habitat units post-development and 0.04 hedgerow units (which don’t contribute to the Net Gain as no hedgerow is to be lost). This increase in habitat units creates a Biodiversity Net Gain of 17.16% at this site, in excess of the 10% enhancement required.
The Area
Midsomer Norton is a is a town near the Mendip Hills in Bath and North East Somerset, England, 10 miles south-west of Bath, 10 miles north-east of Wells, 10 miles north-west of Frome, 12 miles west of Trowbridge and 16 miles south-east of Bristol.

Midsomer Norton provides shopping and service industries for the surrounding areas and supports several music venues and bands. The town has four primary schools and two large secondary schools. Midsomer Norton is home to a leisure centre, several sports clubs and provides youth opportunities such as Scouts and Guides.

The town has both national chains and independent shops as well as many restaurants and bars. Major supermarkets include Sainsburys and Lidl.

The plot has a detailed planning consent from Bath and North East Somerset Council.

There is CIL charged at £100 per sqm in this location. The current owner has already paid the CIL for the three beds.
